Goals for the USS Excelsior current as of: 0309.20


Purpose: On Stardate 0309.14 the crew of th USS Excelsior had a 'round-table' discussion. This document will outline the goals and objectives we talked about.

I don't even think I realized how far we had travelled and how far we have yet to go. I am sure, though, that we can accomplish these goals. Increase Participation

This is the toughest goal we have to tackle. I'm hoping that having clear promotion guidelines and awards system will be a good start. However, there is only so much I can do to set us on the right path. The rest is up to you!

With that in mind, I need your help. Any suggestiosn you have to get the Excelsior crew to participate more will be appreciated. I want them! Now is your chance to make a difference and help guide the USS Excelsior on her journey. For now all I can do is encourage you to come to sims, write logs and chat with eachother online.

Develop Promotion Guidelines

The USS Excelsior currently has a very limited promotion guideline. It follows the USF Fleet Guidelines and then I use Captain's discretion to add that I'd like to see 'leadership qualities' demonstrated. I'd been hoping to develop a more complete guideline for promotions and now that I know the crew is as interested, I've asked Ensign Johnson to lead a team to develop those guidelines.

I'd like to see a completed set of guidelines by October 11th (SD: 0310.11). There are a few requirements for the guidelines. They must at minimum meet the established USF Promotion Guidelines (established in the USF Sim Guide: here). I would also like to see a higher standard for promotions established on the Excelsior, we are going to be the best and I want our promotion guidelines to show that. Easy promotions means that we don't have to work as hard to prove we are the best.

I ask the crew to work with Johnson in the creation of these guidelines. Commander Vendetta and I will review them and make suggestions before they are finally adopted but my hope is that we can stick with what the crew wants. That means the crew (all of you) needs to send Johnson your thoughts about promotions. Let's get a discussion going.

Develop Awards and Honors Guidelines

I started a couple months ago developing an awards and honor system. I was able to recruit Fleet Captain Quixar and Fleet Captain Hawkis to join me in my effort. My goal is to create a system that all of your ships use so that if you transfer to one of these ships, your awards easily transfer with you! As it is now, everyone has their own award for different things, so you have to refer to that particular sims award system to know what the award actually means.

I hope to change that and I will be presenting an awards and honors system to you for review as soon as possible. However, to help this effort, I will be setting my own deadline for presenting this system to you, the crew of the USS Excelsior. I will set Octoober 18th (SD: 0310.18). Attendance is being tracked and logs are easily counted (since you have to post them) so you will receive any attendance or log awards that you have earned once the system adopted. So keep posting logs and coming to sims and you will have a nice stash of awards when the time comes!!

Develop Standard Operating Procedures for
  • More Roundtable Discussions - I really enjoyed the Round-Table Discussions. I think these should continue. Here is what I propose:
    Round-Table Discussions every 3rd month on the 2nd Sunday (unless it falls on a holiday, in which case it would be on the Sunday immediately following). The current meeting schedule would be
      Stardates:
    • 0312.14
    • 0403.14
    • 0406.13
    • 0409.12
    • 0412.12
    • 0503.13
    Note: The meeting could be skipped with unanimous consent of all present but no more than 6 months without a meeting. Also, the CO or XO and 2O may call a meeting any time they see fit.
  • Department Head Authority and Responsibilities - I want to outline what authority the Department Heads have outside the sim play environment, since this issue was brought up. Within the sim, in character, they have as much authority as any Department Head within the Trek Universe would have. Out of Character I'd like to make sure that Department Heads get permission from the CO or XO to implement some policy or change. I also plan on having each Department Head develop their own Department Welcome Letter for new crew. I will send out more on this in the coming weeks.
  • Crew Evaluations - This subject was brought up and needs further discussion. I think it would be a great idea but needs proper implementation. This will be on future agendas unless a crew member volunteers to undertake the project.
  • Transfers - Currently, USF doesn't have any official policy posted on transfers, so we might as well establish one but remember it only applies to the USS Excelsior. I encourage you to comment on it.

    Outgoing Transfers - A crew member may transfer at any time for any reason. Here are a few things to know though:
    • You should get permission from the Commanding Officer (CO) of the sim you intend to transfer to before leaving the Excelsior. If you should leave the Excelsior you cannot return except as a transfer, which means you may not receive the previous post you had before (it would be unfair to the officer who took your post).
    • Upon confirmation from the ship you intend to transfer to you must contact the CO and XO of your current sim (the Excelsior) and inform them when the transfer will be effective (even if it is immediately). The CO or XO may ask your reasons for the transfer and you are encouraged to respond but free to decline.
    • A few weeks of overlap simming is acceptable but no more than that as it would violate the USF's one character, one sim rule.
    • The CO or XO may forward any related personnel records or comments to your new CO and XO.

    Incoming Transfers - All USF and non-USF Sim Players are welcome aboard the USS Excelsior. You may join up in a regular post or create your own relevant post but remember these things:
    • You must obtain permission from Excelsior's Commanding Officer (CO) to transfer aboard. The CO has the right to set any reasonable conditions for transfer or deny transfer at their will.
    • Any USF transfers will be allowed to maintain their current rank.
    • External Transfers will be evaluated on a case-by-case basis. This may contradict the USF policy which is not currently published. It will change if necessary.
    • Transfers Officers will be posted in available positions and may not receive their previous post. If you desire a certain post, you must make this clear before you transfer.
    • Your previous CO and XO may be contacted for any records or comments they might have about your 'sim career'. These will remain confidential.
